How Moldova is Transforming Cultural Heritage into a Tourism Powerhouse

Moldova, tucked away in Eastern Europe, is using the revival of cultural heritage as a springboard for tourism and inclusive regional growth. Working side by side, the United Nations Development Programme and the European Union have repaired a number of the country’s most cherished sites. The aim is twofold: safeguard their history and stimulate the local economy, while also weaving tighter ties among the villages and towns that line the banks of the Nistru River. The restored landmarks are now more than monuments; they are living hubs designed to attract visitors and reinforce the sense of shared identity between neighbouring communities.

A Collaborative Effort to Preserve Moldova’s Heritage

In January 2020, the UNDP initiated a project to identify and restore cultural heritage sites on both banks of the Nistru River, which divides Moldova and the breakaway region of Transnistria. This initiative aimed to enhance Moldova’s tourism sector by revitalising key cultural sites that could draw international visitors. As part of this process, residents from communities on both sides of the river were invited to suggest historical sites they felt should be preserved. The response was overwhelming, with 248 proposals submitted by local communities.

A panel of experts, both local and international, selected 30 sites for restoration based on their cultural significance and potential for tourism development. These sites were then subjected to an online vote, which garnered more than 37,000 votes. This collective effort demonstrated a united commitment to preserving Moldova’s heritage, with 12 sites ultimately chosen for restoration. Among these, the Chișinău Circus and the Tighina (Bender) Fortress emerged as flagship projects for their historical importance and tourist potential.

Major Restoration Projects Boost Tourism

The restoration projects, funded by the European Union, have had a remarkable impact on Moldova’s tourism landscape. The EU invested over €3.6 million into the restoration of the Chișinău Circus and the Tighina (Bender) Fortress. The Tighina Fortress, a structure dating back to the 15th century, has become a major tourist attraction since its first stage of restoration. Its historical significance, combined with its newly enhanced features, has attracted a surge in visitors, both domestic and foreign.

Tourism numbers on the left bank of the Nistru River have nearly doubled since the restoration began. The number of tourists visiting the region increased from approximately 26,000 in 2022 to over 42,000 in 2024. The influx of foreign visitors has been particularly significant, with the number of international tourists growing fivefold, from 1,002 in 2022 to 5,532 in 2024. This surge in tourism is not only helping to preserve Moldova’s cultural heritage but also contributing to the economic development of the region.

Cultural Events Amplify Tourist Appeal

Restoration alone, however, was not enough to attract tourists in large numbers. To enhance the tourist experience, the UNDP also supported the organisation of cultural events at the restored Tighina Fortress. These events have become highly anticipated, with the fortress now hosting an annual cultural programme. For seven consecutive years, over 2,000 spectators from both banks of the Nistru River have gathered to enjoy performances by the Moldovan National Youth Orchestra. These events have helped solidify the fortress’s status as a cultural hub, drawing attention not only to its historical significance but also to its role as a vibrant venue for contemporary cultural activities.

Empowering the Next Generation of Restorers

In addition to restoring Moldova’s cultural landmarks, the UNDP initiative has provided valuable learning opportunities for young people in the region. A paid internship programme allowed eight students from both sides of the Nistru River to participate in the restoration process at the Tighina Fortress. This hands-on experience provided the students with practical skills in restoration and conservation, equipping them with expertise that could help preserve Moldova’s architectural heritage for future generations.

These internships also highlighted the need for specialised professionals in the field of architectural restoration in Moldova. Although Moldova lacks local educational programmes in this area, the internship experience underscored the importance of building local capacity in heritage conservation. Romania, Moldova’s neighbour, is one of the closest countries offering specialised training for future restorers and conservationists.

Strengthening Cross-Border Cooperation

The cultural heritage restoration efforts have also played a crucial role in fostering cooperation between the communities on both banks of the Nistru River. The restoration projects, complemented by joint cultural events, have helped bridge the divide between Moldova and Transnistria, creating a platform for mutual understanding and collaboration.

In 2022, the Cross-River Tourism Platform was established to further promote tourism cooperation between both sides of the river. The platform brings together over 40 tourism specialists and organisations, with a focus on enhancing human resources and developing joint tourism products. One of the key outcomes of the platform’s work has been the creation of the Chișinău-Tighina-Tiraspol tourist train, which offers visitors the opportunity to explore cultural landmarks while supporting local businesses along the route. This initiative has helped diversify Moldova’s tourism offerings, providing both international visitors and local tourists with new ways to experience the country’s cultural and historical richness.

A Vision for Sustainable Tourism

Moldova’s ongoing restoration projects exemplify how sustainable tourism can flourish side by side with cultural conservation. By carefully reviving historical monuments, the country not only safeguards its heritage but also galvanises local economies, generates new employment opportunities, and fosters cohesive communities. Each restored site now serves as a cornerstone of Moldova’s regional development blueprint, gradually reshaping the nation into a competitive player on the world tourism map.

Consequently, Moldova’s commitment to preserving its cultural wealth is translating into a tourism sector ready to expand. The recent passage of legislation by the Moldovan government signals a strengthened, enduring framework for heritage conservation, dedicating resources to both restoration and outreach and inviting municipalities and private stakeholders alike to assume active stewardship of the nation’s historical assets.

Moldova’s ability to breathe new life into its landmarks, coupled with modernising transportation and hospitality networks, identifies the country as an emergent highlight of the European tourism scene. If the momentum continues—anchored in conservation-minded investments and guided by local voices—Moldova is well placed to welcome an increasing flow of international travellers while deepening the roots of its cultural identity and fortifying the resilience of its economy.
